User Space Power and frequency control on Xeon Phi x200 (KNL)

Hi,

              I am using "cpupower frequency-set" command to change the minimum and maximum frequency and also the cpufreq governor for all cpus in xeon phi KNL platform, but when I query the cpu frequency using "cpupower frequency-info -f", I get the following

              I don't get any value. How does the "cpupower frequency-set" command affect these readings ? Is it at all possible to affect the frequency from user space directly ?

              Eventually our target is to measure application execution time (and power consumption) at different cpu frequencies,  any other suggestions will also help.
